Fédération Internationale de Natation

The “Fédération Internationale de Natation” (FINA) was founded in London July 19, 1908 during the Olympic Games. Eight national federations were responsible for the formation of FINA: Belgium, Denmark, Finland, France, Germany, Great Britain, Hungary and Sweden.

The stated aims of the Federation were:

1. to establish unified rules for swimming, diving and water polo, applicable at Olympic Games and other international competitions;

2. to verify world records and establish an official updated world records list;

3. to manage swimming competitions at the Olympic Games.

In 2007, under the presidency of Mustapha Larfaoui, FINA groups 194 National Federations. The principal objectives are the following:

- to promote and encourage the development of Swimming in all possible manifestations throughout the world;
- to provide drug free sport,
- to promote and encourage the development of international relations,
- to adopt necessary uniform rules and regulations to hold competitions in Swimming, Open Water Swimming, Diving, Water Polo, Synchronised Swimming and Masters,
- to organize World Championships and other FINA competitions,
- to increase the number of facilities for Swimming throughout the world,
- to carry out such other activities as may be desirable to promote the sport.

Today, FINA controls the development of the following aquatic events

- Swimming: freestyle, backstroke, breaststroke, butterfly, medley, relays
- Diving: springboard (1m, 3m), platform (10m) and synchronised diving (3m and 10m)
- Water polo
- Synchronised swimming: solo, duet, team and free combination
- Open water swimming: 5km, 10km, 25km, swimming marathon

Since 1973, FINA organises World Championships with on the programme swimming, diving, water polo, synchronised swimming and open water swimming. The first eleven editions took place in Belgrade (1973), Cali (1975), Berlin (1978), Guayaquil (1982), Madrid (1986), Perth (1991), Rome (1994), Perth (1998), Fukuoka (2001), Barcelona (2003) and Montreal (2005) and Melbourne (2007). The next editions will take place in Rome in 2009 and following that in Shanghai in 2011.

Some more contemporary landmarks should be mentioned such as the introduction of new events: World Cups in swimming, diving, water polo and synchronised swimming (1979), World Masters Championships (1986), World Swimming Championships in 25m-pool (every two years since 1993), Marathon Swimming World Cup (1994), Diving Grand Prix (1995) and the Super Final of the Diving Grand Prix (1998), World Open Water Swimming Championships (2000), Water Polo World Leagues for men (2002) and for women (2004), World Youth Swimming Championships (2006), Synchronised Swimming World Trophy (2006), Diving World Series (2007), World Water Polo Development Trophy (2007), 10km Marathon Swimming World Cup (2007), and Open Water Swimming Grand Prix (2007).

Over the latest years, the fight against doping was intensified. In this area, four FINA Extraordinary Congresses were organised in Rio de Janeiro (1995), Hong Kong (1999), Moscow (2002) and Barcelona (2003) and in all of them the FINA National Federations unanimously approved tougher measures in the fight against cheating.

2005 FINA CONGRESS: With 140 of its 191 national member federations, the FINA General Congress was held on July 22, 2005 and unanimously elected the new FINA Bureau for the period 2005-2009:

President LARFAOUI commented: “Our goal is above all to raise the value and the impact of our world championships by giving maximum support to the participation of our national member federations in these competitions.”

MANAGEMENT COMMITTEE

The Management Committee (the FINA Bureau) is responsible for the entire management of the competition, including the arrangement of the programme of events and appointment of officials (FINA Rule GR 9.4).

COMMISSIONS

For each discipline (swimming, diving, water polo, synchronised swimming, open water swimming), a Commission is composed of the respective Technical Delegate (FINA Bureau Liaison), the Chairman and the Honorary Secretary of each respective FINA Technical Committee (FINA Rule GR 9.5).

Under the supervision of the FINA Bureau, the Commissions are responsible for:

- the conduct of the competition in the respective discipline
- the control of all technical equipment and installations prior to and during the event
- making roster for officials
- investigating cases of protest as preparation for the jury of Appeal

2009 FINA GENERAL CONGRESS: The next FINA Congress will be held in July 2009 in conjunction with the FINA World Championships to be held in Rome, Italy.

Extraordinary 2008 FINA Congress: Before the 9th FINA World Swimming Championships (25m) next April in Manchester (GBR), FINA will hold an Extraordinary Congress and amongst other issues a new FINA Rule SW 14 about Underwater Video Cameras will be proposed. If the rule is adopted, this new judging instrument will be already available in Manchester and also for the Olympic Games Beijing 2008.
